This is not a Windows setting. When your computer first
starts, before Windows loads, you propably see a prompt to
press Del, or an F-key to enter setup. This takes you into
your BIOS (Basic Input Output System). Here you can
configure some fundamental hardware settings.
Somewhere in here you will find an option to restart after
a power failure (the location and wording of this feature
will vary). You need to disable this feature.
Please be careful. If you change other settings you may
cause yourself severe problems. With luck, your PC came
with its motherboard's manual, or you have a good BIOS
with plenty of on-screen help. If not, whoever supplied
your PC should be able to help you, or you may need to
identify your motherboard to search for a manual on the
manufacturer's website.
