"Restart" from desktop program launcher

In Windows98 I used a desktop Icon program launcher with the command line
"C:\WINDOWS\SYSTEM32\rundll32.exe shell32.dll,SHExitWindowsEx 2" to restart
my computer. (I used it when I specifically wanted to reboot into another
operating system -- no big deal, but it kept me straight on what I was doing
next)
How do I set up the same thing for WindowsXP?
Up to now I have never learned windows command lines. I am familiar with DOS
and Linux. I would appreciate just the briefest pointer to where the
appropriate command comes from and where I might begin to learn how to use
them.
