Bingo. The hive associated with the helpctr.exe key contained one item, called "(standard)" with value of the WINNT qualified path. Changing WINNT to WINDOWS didn't help. What did help was to add an item called "path" that pointed to correct directory. Now it works. Thank you for providing the crucial clue.
