[The idea is to leave the "User Account Pictures" as it is, so that the 
current profile is alone affected. Delete the file Ramesh.bmp in this 
folder:

Pictures

Explorer looks for:
C:\Documents and Settings\All Users\Application Data\Microsoft\User Account 
Pictures\Ramesh.bmp
If the file is not found, searches for:
C:\Documents and Settings\All Users\Application Data\Microsoft\User Account 
Pictures\Default Pictures

This procedure works! But applies to all other profiles too.
I renamed this folder:
C:\Documents and Settings\All Users\Application Data\Microsoft\User Account 
Pictures\Default Pictures
to
C:\Documents and Settings\All Users\Application Data\Microsoft\111User 
Account Pictures\Default Pictures
Deleted the PictureSource value here:
[HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Hints\Ramesh]
The result is the image below ;-)

Honestly, I don't see the problem with it, but yes, there is a way and is
rather complicated.  One has to create an blank image:  48x48/71 dpi, depth
24.
Then go to User Account/Change my picture/Browse for more pictures/My
Pictures Folder/Choose the picture you created, then click Open.
