Not clear why you want to reinstall IE, but the line 114 [not 132] in Kelly's site has a fix which changes the IsInstalled flag value to 0. This enables reinstallation of IE. http://www.kellys-korner-xp.com/regs_edits/ieinstall.reg
Download and double-click [as simple as that]. Now, proceed to reinstalling IE.
