"Windows is working with a file" ?

Hi,

I have added a second harddrive SATA-2 to my desktop computer running WinXP
SP2. I just plugged it in and it was recognized and started working from
scratch. There is only one flaw:

My original harddrive is C: and my new harddrive is J:.

If I copy a file from J: and paste it to C: then I have no problem. But if I
cut/move the file and paste it to C: then it will begin to write it but never
finish and the non-working file at the destination C: is not possible to
delete unless I reboot. Explorer will also hang. However, when I try to
reboot, Windows won't let me saying that "Windows is currently working with a
file" and I have to wait, although nothing will happen when I wait. The hung
Explorer will eventually drag most apps down with it in the hanging swamp.

I can get around this by going into task manager and ending Explorer.exe and
even though this will not end that process I can launch another instance of
explorer.exe which seems to take precedence because after this I can use the
file manager again and I can also exit windows and reboot.

Why is happening, and more importantly, how can I address this issue?

Thanks a lot.
