Power Users cannot edit photos

Hi,
I'm facing a problem with my office 2003- MS Picture Manager installed on
Windows XP pro SP2, when I set the user account to power user group, the user
can't edit the picture neither brightness, contrast, color setting and etc.
But when I change the user account to administrator, the edit function works
fine....
Can anyone help me on this issues
