I have no information about this myself, but I found a couple of previous
threads about this.
Look through them here and see if any of the suggestions help you:

I don't know why this started today, but I wanted to get into my
Add/Remove programs in the Control Panel and this error message
keeps popping up and I can't get rid of it.
What error message? Please supply the exact verbatim text of the
message.

Anyone have any ideas? I've
already done a restore to a previous date, but it didn't help. Any
suggestions? Already been to the knowledge base but that didn't
help at all.
Thanks in advance.
