Locate the file xpsp2res.dll in the Windows\System32 folder. Right-click xpsp2res.dll and choose Properties. In the Version tab, click "Language".
Which language is it?

Search for mfc42loc.dll
If found, delete and restart the computer. Do NOT remove mfc42.dll
Installing a program that comes in multiple languages sometimes adds the
mfc42loc.dll file. One of the side effects of this file being implemented
incorrectly is wrong language in menus and dialog screens. Deleting the
file (it is not a native XP file) rectifies the problem.
