I generally handle foreign windows by having an american one right next to it, and navigating the menus that way... plus, use the person as an "interpreter"... slow, but it works... ;-)

Right click the desktop> arrange icons> click "show desktop items" (setting
toggles are Hide (when desktop items are already visible) to Show (when
items are already hidden).

Another place he might check: Display Properties> Desktop> Customize
Desktop> Web. If any checks are present, remove them. NOTE: Some malware is
known to insert a rogue document here that will cover the user's normal
desktop. If anything unexpected is found on the Web setting page, be sure
to check the system thoroughly for the presence of malware.
