After I installed some CAD tool, my notebook cannot enable hibernationmark

I suspect it's a configuration issue. If I restart, and don't log in,
hibernation is available at the log-in screen. However, Once I log-in,
hibernation option is disabled. And, if I log out, the hibernation optionshould
will remain disabled.
I am running XP SP2, and I turned off ICS. Please let me know what I
do.
