perfectly good pc- is there a nuclear option at startup I can use to wipe the
PC and start over?

Go to http://home.eunet.no/~pnordahl/ntpasswd/ and download the boot
disk, this will enable you to reset any system password on an NT class
operating system.
If you cannot boot from the CD and your machine has a floppy drive then
download the relevent boot floppy set from:-
