File in use message xp pro

Hello,
I have a little problem which is becoming a nightmare.
OS is xp pro with service pack 1
If I cut a file from a folder and then paste to say the desktop (or
anywhere).
If I then want to delete that folder, I get an error message saying that the
file or folder is in use by the system or a program.
After using a program called Process Explore, I have found that it is
Windows Explorer which for some reason is keeping
the file handle open. The above program allows me to close the file/folder
and allow me to eventually delete it.
Other ways are by closing explorer and restarting it. Or by re booting the
system.
Now I know how to release the file, but what I want to know is how to get
rid of the problem.
And is there anyone else having the same problem.
Everything thing else appears to be ok.
