Add the value to the subkey NewStartPanel, creating it if it doesn't exist,
and set it to 0 to hide the icon or 1 to display the icon.

Recycle Bin = {645FF040-5081-101B-9F08-00AA002F954E}

HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\HideDesktopIcons\New
StartPanel
Value Name: {645FF040-5081-101B-9F08-00AA002F954E}
Value Type: REG_DWORD
Value Data: 0 or 1

Or use TweakUI
[+] Desktop
Uncheck: Recycle Bin
Apply
OK
