Webpage Desktop not showing.

This is my issue. I want to use Webpage Desktop on all the users but seems to be having some inconsistent issue.
- Some users when selecting to show the web page on the active desktop, you can see that it has created the web page on the desktop when viewing it through the little screen on the display properties. But when you click on apply nothing occurs.
- Some users when selecting to show the web page on the active desktop, you don't see the web page on the desktop when viewing it through the little screen on the display properties and you click on apply nothing occurs.
- Some users when selecting to show the web page on the active desktop, you can see that it has created the web page on the desktop when viewing it through the little screen on the display properties and when you click ok it works fine. But when I go back a month or so later to deal with some other issue I noticed the the webpage is not on their desktop, but yet it still shows as being on when you view the Display Properties. I delte the link page and create it again and nothing happens to their desktop.
This happens for both Windows XP & 2000 systems. But it has only happened to some users not all of them. One way I got around it was to create a new local profile for the user. But I'm hoping to see if someone knows why it is happening, is it a known issue and that their is a solution for this. Some users that I have created new profiles with will work for a while and then it doesn't work. With Windows XP user I have the locked the desktop items so that they can not minize or close the webpage on their desktop, but even that hasn't stopped it from having the desktop disappear completely.
