Thanks for the advice.  You got me pointed in the right
direction and I was able to solve my problem.  For others
who may read this at a later date, here are some more details:
1. Find the file "mailnews.js" in the Netscape default folder.
2.  Insert this line at the end: 
pref("network.protocol-handler.external.mailto",true)
3. Save it, then using Windows Explorer click on Tools,
Folder Options, File Types and find the "URL Mailto Protocol".
4.  Click on ADVANCED, then EDIT and make sure Outlook.exe
is present, not Outlook Express.  If you have to add
Outlook to the path, be sure to add this switch at the very
end:  /c ipm.note /m
5.  Restart and you should be in business.
If you are using Internet Explorer instead of Netscape,
skip steps 1 & 2.
