No, turning off Virtual Memry wouldn't help it all, it would
hurt. Moreover, *especially* since he doesn't have much memory, a
RAM disk will hurt his performance greatly.

What is he planning to put on the RAM disk? If he plans to put
the page file there, that makes no sense at all; it's the
absolute worst possible use of a RAM disk. It's like borrowing
from Peter to pay Paul. What he saves in going to the RAM disk
instead of the drive, he pays back by having that much less
memory for Windows to work with and the consequent need to page
more.

The net result is no savings in paging, and a substantial
slowdown because of the overhead of the RAM disk.

If he's currently paging a lot with the mix of apps that he runs,
there is only one way to decrease the amount of paging--install
more RAM.
