changing user settings system-wide?

Hi,
Is there any way for an administrator on XP Pro to change what are normally
user-selectable settings for all users of the machine? For instance, things
like screen saver and power settings, internet explorer homepage and other
settings, default internet program, wallpaper, etc... It seems like the only
way I can do this is to reset all the user's passwords so I can login to
each user individually and make the same changes, or setup one account as
the default user profile, requiring all users to be deleted and re-created.
In the latter case, the users will lose any custom settings they have made
which I do not need to change system-wide. I don't find either of these
solutions to be satisfactory, but I haven't been able to find a way to do
what I want. Is this possible? If not natively, is there a third party
utility that will provide this functionality?
