affected and it works for other users so I assume some corruption in the
current user registry but why would system restore fail?

System Restore is one of the things that malicious software will
attack to keep you from removing it (preventing you from going back to
a good date).

There is a file called fpsrvutl.dll that deals with FrontPage (fp =
FrontPage). Is that what you mean instead of fpsrvvtl.dll? I sure
hope so.

If a restore point was made while the system was infected - even
though you never knew about it until much later, the infection is in
that restore point and all others made after the initial infection.
Once you get this sorted out, you should consider deleting all restore
points prior to the infection and making a new one you know is good
(we can talk about that later).

Before trying to figure the other stuff, download Malwarebytes free
software, install it, update, and do a full scan.

Let MBAM clean things up and try your stuff again.

We can feel better if we know we are not working on a system with some
malware infection.
