I am very sorry but you are aggrieved for nothing. Let me give here a quote
from my first note:

But till now all your advices were late because they were in Google
and I'd already used them before I wrote to the group. I changed user
accounts, added and renamed corresponding folders, visited Kelly's
page and used her recipes, ran Malwarebytes, tried all of theses
procedures in the Soft Mode and so on. Nothing helped.
In between I found out another problem and I think it is connected
with that of written above. When I try to install a new program and
I've tried several programs I always get the same notes:
CocreateInstance failed; code 0x80040154
Class not registered
As a result the programs usually work but not normally as it seems to
me. For example, no shortcuts appeared in the Start Menu. There are a
lot of advices to solve analogous problems in Google but they either
was connected to some particular case or to special programming
problem and so did not give some general advice for me.

I have two antispyware applications: Spybot-Search and
SuperAntispyware. Besides Nod32 and ZoneAlarm have their antispyware
parts too. All of them were updated. I applied all of them just

The Quick Launch tray is part of the Taskbar not a Toolbar.
Have you done the basics right?
Select Start, right click and select Properties, and Taskbar tab.
Uncheck
Lock the Taskbar, check Show Quick Launch, and recheck Lock the
Taskbar. Click on Apply and OK. Restart the computer. The Apply
button often gets overlooked.
Hopes that sorts your first problem. The Windows+E failure may need
some research.

If you have another account on your computer (like administrator) see
how that account behaves when it comes to the Quick Launch toolbar and
remembering it on a reboot.. Then maybe we can see if it is just your
user or all users.
On your problem account, how do the other Toolbars behave - like the
language bar.
There's a basic problem here: namely that everything suggested to you, you
claim has already been tried. That kind of information belongs in the
first post you make in order to keep people from reinventing wheels. It
would appear to me that you're playing a game here.
I suppose I could be wrong but don't think I am. Anyway, all that's
left IMO for you to do the way things are going is to do a Repair Install
as already suggested and if that fails do a backup and do a clean install
of XP. One of those will solve the problem.
