You will need to validate that you have a Genuine copy of Windows.
You can also look on the Windows Update page, and see if this update

As I said on the phone, I followed this procedure at the start of DST this
year and didn't encounter any trouble. I don't know yet, naturally, if it
will correct the clock the first week in November.
The application is called "TZEdit.exe"
The application changes entries in the registry. It can be performed
manually, but no one recommends doing it this way.
Microsoft claims that it works on all versions of Windows. I assumed you
were using XP, if not, then probably Me (Millennium Edition) or 2000; if
not, then previous versions are 98 and 95. I wouldn't go back any farther
than that.
