NOTE: This is NOT the dark blue screen (known as the BSOD). It's a light
blue screen. The type one gets, when using third party software that
performs any boot task(s): ie; Diskeeper's Boot Defrag

In your BIOS setup there should be a time value for how long this
screen is visible. It is probably set to 0 or 1. Change it to 5 (or
10 or whatever you like).
