True enough, but you'd left out that key bit of information from your original post, and the mention of any system policy naturally leads one to think of a business network and a domain administrator.

Second hand? Another key bit of information. Was it obtained from a source that may have set security policies of which you're unaware? Have you formatted the hard drive and re-installed WinXP since obtaining the computer? With second-hand computers, perhaps even if acquired from a family member or friend, but *especially* if acquired from a stranger, the wisest course of action would definitely be to format the hard drives and start fresh. She doesn't want to get in trouble because the original owner may have filled the hard drive with kiddie porn, or have problems because the original owner downloaded/installed viruses or other malware.
