Wish I could help because it does sound like something might be slightly
amiss with your system.
Likeliest is that you have something ticked somewhere that's causing the
"task bar and start menu properties" window to open.
But unless the system is experiencing significant issues, I'd just ignore
it.

When I right click an icon in the system tray, the task bar properties
menu
comes up along with the shortcut menu for the application icon I clicked.
How do I get this to stop???? Any help would be greatly appreciated.
