Try this:
Start | Run
Type cmd and hit enter
Type inetcpl.cpl and hit enter.
Any luck?
Also, it would be a good idea to use Event Viewer to check for
errors:

The run command as described above works fine. I sent a shortcut to
the desktop to more easily use it. I believe that the shortcut in
the Control Panel is corrupted and the shortcut in IE is linked to
the Control Panel. I did not find anything obvious in the Error
logs.
Not a perfect solution, but it's at least a workable one. You might
want
to also try this:
1. Open My Computer, select Tools and then Folder Options, click the
view tab and then select show hidden files and folders (remember to
go
and change it back again afterwards)
2. Search for the file : inetcpl.cpl which is located: C:\Windows\ie7
3. Right click on this file and then click on copy and then go to
this location: " C:\Windows\System32 " and paste the copied file.
You will be
asked whether you want to replace the file. Click on yes.

Or perhaps you might need to repair or uninstall/reinstall IE7. For
