The run command as described above works fine. I sent a shortcut to the
desktop to more easily use it. I believe that the shortcut in the Control
Panel is corrupted and the shortcut in IE is linked to the Control Panel.
I did not find anything obvious in the Error logs.
That text is probably not quoted text, but in the message I am replying to,
it appears to be quoted text in the sense of having the ">" prefix on each
line. I wish people would not reply with prefixes that erroneously indicate
that the reply is a quote.
