Hello I also am having this problem, but all the time - WinXP
I've tried to C/.A/.D and run "explorer"
but nothing happens other than the window blinking and nothing new appears.
my son stated he tried to delete a google task bar and he deleted the
explorer file
When I went to run explorer, I also saw where evidently he had also been to
the regedit file also
I do not know what he might have done there
Is there anything else I can try?

Occasionally my desktop boots up without any icons or the bar on
the bottom. Rebooting has resolved it before. Now my daughter's
laptop is booting up with only the walpaper showing. No icons, no
bar on the bottom. Rebooting does not resolve it.
press Ctrl,Alt,Del click on "task mananger","new task",type
"explorer.exe". Taskbar should appear.
You should try "system restore". Go back a week or so.
