Can I delete these unecessary folders?

If have several folders in the root of my main hard drive that seem
unecessary. They look like remnants of software installations - Can they be
deleted?

1. config.msi (which is empty)
2. 67dc84efd89d3e8ef0e61e106754df59 (which contains a single text file with
a log of actions taken to install a piece of software, file called
%temp%dd_msxml_retMSI.txt)
3. 401c216ad483db692e (as 2, log file called msxml4-KB927978-enu.log)

I also have a folder called MSOCache but I think I should keep that one -
looks like a copy of actual installation files (ie CAB files) under a sub
folder 90000409-6000-11D3-8CFE-0150048383C9 so I presume it may be used by
windows update.
