There is no an exact answer or setting for this particular behavior of mouse.
Everyone has different opinion on this hover setting. Like:

Most often this problem arises from touchpad sensitivity being set too high.
Brushing the touchpad with the heel of your hand (or possibly even air
moving over it) can cause the insertion point to move. You can adjust the
sensitivity through Control Panel.

Try plug in a "real" mouse. If the problem
goes away, then at least you know for sure it's *something* with the
touchpad or touchpad settings itself...

Do you mean that your Mouse Pointer automatically jumps to the default
buttons e.g. when you click File - Save then it immediately jumps to Save
button.

If that is so then:

1. Click Start - Control Panel - Mouse
2. Click Pointer Options tab uncheck the option "Automatically move
pointer
to default button in a dialog box".

If that is not you are looking for then please explain a little bit more
and
are you using a Laptop or any special mouse.
