is correct.
The way I read that page, having XP Pro does qualify you to use the
Upgrade version of Vista rather than the more expensive Full Install
version, but you must do a clean install of Vista Home Premium (using
the Upgrade CD) because your Vista edition does not have some of the
functionality that your XP edition does.
