If I understand you correctly, Windows eventually appears and runs and that is what "everything loads up" means. If this is the case, then manage what is starting with Windows to lessen startup time. For each program that is starting with Windows, look in its Preferences to see if the option to not start with Windows is available to you. If you don't have that option, use the System Configuration Utility to manage Startup items:
Start>Run>msconfig [enter]
This brings up the System Configuration Utility. Look on the Startup tab and find the probable culprit. Uncheck the box next to its name, Apply and OK out. You don't need to restart immediately, but the next time you do you'll get a dialog saying you've used the Utility. Just tick the box that says in effect, "don't bother me about this again".
How to Troubleshoot By Using the Msconfig Utility in Windows XP - http://support.microsoft.com/?id=310560
Do not use msconfig to manage services and do not mess about with Windows services unless you know exactly what you are doing.
If you have any Norton or McAfee products installed, that would explain the long delay in getting to a usable Desktop.
If you need more help, then please post back with more information about your computer. This link will show you what details to include:
