This comes directly from the Word97 help screen. So, perhaps you are thinking of a different version of Word, or perhaps you are thinking of a mouse center button or wheel function.
Yes - I said I can scroll with the mouse wheel. You mention dragging the scroll box - that's exactly what I said is not working. It's called "smooth scrolling". As you drag the scroll box, the document is supposed to move with it (in the opposite direction, actually). This is what used to work but now doesn't.
