Go to Control Panel and double click User Accounts.
Click on "Change the way users log on or off".

Having "Use the Welcome Screen" results in the "Turn off
Computer" box with the Standby, Turn Off and Restart buttons.
If you hit the Shift key while this box is displayed the
Standby button will change to Hibernate if Hibernation is
enabled.

If you uncheck "Use the Welcome Screen", the "Shut Down
Windows" dialog will be displayed. This is the dialog which
contains a drop down list of options.

If you make any changes on that page, make sure you hit the
Apply Options button.

Keep in mind that the Welcome Screen option is not available to
a computer that is joined to a domain.
