I fixed this on my system by ensuring the
folder view was set to "Icons" (and NOT to
"Thumbnails").
But still the temporary "favicons" have to
made permanent by copying to another folder
and renaming them. Use the "change icon"
button to select them permanently.

Not sure that applies. If you move the icon
(faviconed shortcut) to a folder
it disappears, if you move it back to the
desktop it reappears. I'd never
noticed it before..kinda strange you'd
think if it got pushed out then it
wouldn't appear if you slapped it back on
the desktop.
