If they E-mail messages contain attachments that purport to be updates, they
are*not* from Microsoft and they almost certainly contain viruses. Do not
run them.
If they are just information, they may well be from Microsoft. You may have
signed up for one or more Microsoft newsletters.
To whom should I report this?
Assuming that these have attachments, there's nobody you need report it to.
Microsoft is well aware that this kind of thing goes on. Unfortunately, like
all the other kind of spoofing, phishing, and spamming, it's very difficult
to put a stop to.
