I have Windows XP SP2... all updates. When in windows explorer there is no
dialog to send files to a folder to be written to a CD, and no dialog to
write a file to a CD... I can use a software program to do this. Not sure
what happened to the native feature.

Perhaps it's been turned off. Open My Computer, right-click on the CD
drive, choose Properties, then Recording, then check hte Enable Recording
box.
