Several fixes in no particular order.

Run the hive cleanup utility shown below.

Another fix,
1. click on your start menu and open the run menu
2. type "cmd"
3. type "fsutil dirty query C:" in cmd window
4. If the return message indicates that the volume is dirty go to step 5
5. type "chkdsk C: /f "
6. reboot

But if the Administrator logs in and shuts down it doesn't pose any
problem.

One more thing to clarify..At one time only one user uses the PC.
Can anyone tell me the solution for this problem.?
