That can be a difficult error to troubleshoot, you need a good level of technical skills to handle the job. Here is an article to help you:

I think you should try to boot the computer to the Last Known Good Configuration and if that fails do an In-place upgrade.

Running Windows XP Home edition. On start up the machine boots to the desktop where I immediately receive an error stating that winlogon.exe cannot start. Options are to click ok for debug or cancel.
