Works on any tab in Display Settings. Select a different setting - in this
case, themes. You'll see the focus appear on OK. (OP doesn't seem to have a
problem selecting a different desktop size, just can't get to the OK
button.)

Good point about Display appearances not appearing in the taskbar but if
you right click on the title bar, there is a Move option available there.
