Found more info.

Unless you have a modem installed (dialup), you cannot use the phone to
dial-out. If you install a backup dialup modem in order computer, I believe
when Windows Hardware wizard install support drivers, you will also install
Telephony support (giving you Phone and Modems as well).

The modem will not be in conflict with Cable modem, Windows will see it as
just another device. However, you will need to set what Network Connection
to use as default.

What Fax software are you using ... the one that came with Windows XP?

You mentioned 38 identical errors ... do you know if you caused them by
trying to access things needing TAPI (e.g., Phone and Modems, Dialer.exe,
...)?

So far all the articles, I have read is that when you install Windows XP
and it doesn't detect a dialup modem, it doesn't seem to install the
telephony service (or blocks it).

By the way, had you ever modified any of the Services Startup options for
some services?

No, I do not log an Event when I try to open "Phone and Modem Options."

However, I do have quite a few of these:

Larry, I just ran "sfc /scannow" with no help.

Everything works that does not use Telephony.
My fax software works, because it just runs the modem
directly.

I never would have thought that Telephony was a Network

No, Telephony is not listed under Hardware | Device Manager |
Network
Adapters.

So, how do I add Telephony to my Network Adapter List?

To see what is installed based on hardware:

1. Open Control Panel | System Properties \ Hardware | Device
Manager
2. Click on View and set Show Hidden Devices
3. Then check what is installed as far as Network Adapters

You should see whether or not Telephony is needed.

Does everything else work as pertaining to the network,
E-Mail,
Browser,
Instant Messenger, Media Players, ...?

I have Fax software that works fine.

My contact manager does not work because it uses dialer.

When I run/start dialer.exe I get this error message;

Another post for Windows 2000 suggested:
regsvr32 c:\WINDOWS\system32\tapi3.dll
tapi3.dll is in this directory.
Did not fix the problem.
