Why ever not? I purchased a GENUINE, generic OEM copy of Windows 2000

You just have to be very careful in reading the description.
If it was opened, if it was already installed (the COA), if it was from
any vendors branded system (like a Dell or HP), then it was not legit.
There are FULL OEM media that can be purchased, but if you read the OEM
Licensing agreement, which has changed again, I would be willing to bet
that you didn't purchase a fully legit OEM copy.
It was unopened and had a genuine MS hologram on it.....
1) Were the holograms "edge-to-edge"?
2) Were the holograms VERY DISTINCT?
3) Were there SEVERAL holograms on the disc?
4) If it was PRO, were the color of the holograms "reddish"?
If you can't answer "Yes" to ALL FOUR questions, then it most probably
WASN'T "Genuine generic OEM media manufactured by Microsoft".
(I don't know what color the Home holograms are, but the other three
questions must all be answered with "Yes" if it is genuine.
