As I told you in my first answer to you:
"First of all, there is a built-in Administrator account. It is hidden
in Regular Mode in XP Home. To access it, start the computer in Safe
Mode. The default Administrator password is a blank."
So if you are trying to create an account called "Administrator" that is
why you can't - it already exists.
