I just thought in my earlier post that I should mention it, maybe for the sake of a minor procedure it might save you having to do an In-place upgrade. If it didn't work then the in-place upgrade might be the only recourse. Read here for more information and answers to questions you might have:

(Written for Windows 2000 but pretty well the same for Windows XP)
Anything is possible when you do a reinstallation, it usually goes fairly well but backup your important data because disaster can strike! As to your original question, yes this could affect some of your programs and they may need to be reinstalled, along with all your hotfixes and updates from Microsoft.

Maybe off target but why do you have to reinstall Windows? Reinstalling WMI is an easy as pie 3 step process that takes about less than a minute, did you try it?
1- Stop the WMI service.
2- Delete the WMI repository directory.
3- Restart the WMI service.
