System goes to sleep

If I walk away from my machine (to have tea, say) and then come back,
it takes ages to get going again.

a) Why is this?

b) Is it normal?

c) Can I stop it? - so it just picks up and goes?

Dell Dimension 3000, Windows XP SP2, 3.00 gigahertz Intel Pentium 4,
80.00 GB hard disk, Norton Internet Security 2005, Spyware Doctor.
