Perhaps you need to adjust your monitor to make the entire image visible.
By the way, 1280 X 960 is a bit much for a 17" CRT monitor. I use the same
resolution @ 85 Hz vertical refresh on a 19" CRT; a 17" CRT monitor with
normal size font set and 1280 X 960 resolution probably will not be very
readable.
The 'Nokia Monitor Test' is a set of test patterns that are good for
adjusting your monitor and judging the quality of the image.
