You must set up your newsreader to use the news server provided by your ISP.
If you are getting the message that the news server could not be found, it
means you have not used the correct name for the news server. For example,
I use Earthlink for an ISP, and the news server name is
'news.east.earthlink.net'. You will also need your ISP account name and
your password to access the news server of your ISP. Customer support at
your ISP should be able to set you through the exact process in just a few
minutes over the phone, or with something like Earthlink's instant chat over
the Internet. There are a few other settings, but most likely they are just
the default settings. The settings for connecting to your ISPs news server
are reached by
#1. Click on 'Tools'
#2. Select 'Accounts'
#3. Click on the 'News' tab
#4. Click on 'Add'
#5. Select 'News'
#6. Enter the information the 'Internet Connect Wizard' requests:

a. the name you wish to appear as the 'from' name

b. the email address you want to appear on your posts (this should
not be your real email address, as spammers and some internet worms harvest
email addresses from Usenet newsgroups; use anything you want followed by
'@invalid.com', which is guaranteed NOT to be any email address in use.)

c. the name of the internet news server given to you by your ISP;
check the box 'My news server requires me to log on' (which most likely your
ISP does require)

d. on the next window that appears, enter your actual ISP account
name (which might be your primary email address) and your actual account
password (these two items will never appear on any of your news group
posts.)

That's it! Just make sure you get the name of your ISPs news server and any
other details that might be different from technical default settings.

Your ISP really should have solved your problem in 5 minutes or less. The
directions in 'Microsoft XP Help' you quote are just ambiguous at best and
flat wrong at worst as far as setting up Outlook Express to USE a news
server. The directions seem to be for subscribing to a Usenet news group
AFTER you have set up a 'News' account in Outlook Express. And for that,
you need the name your ISP gives it's news server.
