See if you can determine where these two files are located:

"RTHDCPL"="RTHDCPL.EXE"
"Alcmtr"="ALCMTR.EXE"

As niether include a path statement, the system may be assuming them to be
in the first path (the system32 folder) and if they are not there it is
faulting.
