Question - What does the VBScript file do?

Question - Is it required to update Windows VB Script for Windows XP ?

During installation of another program, it asked to load a later version of
VBS. I have no idea what it does or does not. If it is not required, then
how do we un-install it ? Should we just leave it alone?
