I'm not Wesley, but I'm sure he'd join with me in saying that this
latest information you've provided should have been provided *first*
since it puts the issue in an entirely different light.

Since we have no way of knowing anything about your neighbor's computer,
its virus/malware-status (although with two kids and DSL I can guess
pretty accurately), the best course of action would be for your
neighbor to take the machine to a professional computer repair shop
(not your local version of BigStoreUSA).

Either that, or have your neighbor go through the virus/malware removal
steps here:
