"c:\documents and users" would hold folders for each users and you can find
a folder name "all users" there as well as administrator,, "default user",
etc


As for desktop shortcuts for all users, they are in
"c:\documents and users\All Users\Desktop"
If an short cut for Game A is only for Bill, let say, you can move from the
above folder to Bill's desktop folder:
"c:\documents and users\Bill\Desktop"
